世人以其有權暢行異蹟於海獸之前、多受其熒惑。彼乃慫慂世人、為受傷獲瘳之獸製像、復能授氣於像、令獸像作人言有敢不拜獸像者、殺無赦。又令人民無貴賤貧富主僕、悉受印誌、或在右手或在額上。凡未印有獸名、或獸名之數者、均不得從事貿易。

反抗基督、妄自尊大、目中不復有所謂天主或可敬者、彼且坐於天主聖殿、而自炫其為天主焉。
