其中有二萬四千人管理耶和華殿的事，有六千人作官長和士師，

摩西從以色列人中揀選了有才能的人，立他們為百姓的首領，作千夫長、百夫長、五十夫長、十夫長。他們隨時審判百姓，有難斷的案件就呈到摩西那裏，但各樣小事他們自己審判。

這兩個爭訟的人就要站在耶和華面前，和當時的祭司，並審判官面前，審判官要細細地查究，若見證人果然是作假見證的，以假見證陷害弟兄，

以斯哈族有基拿尼雅和他眾子作官長和士師，管理以色列的外事。

若有人擅敢不聽從那侍立在耶和華－你神面前的祭司，或不聽從審判官，那人就必治死；這樣，便將那惡從以色列中除掉。

長老和審判官就要出去，從被殺的人那裏量起，直量到四圍的城邑，

去見祭司利未人，並當時的審判官，求問他們，他們必將判語指示你。

我便將你們各支派的首領，有智慧、為眾人所認識的，照你們的支派，立他們為官長、千夫長、百夫長、五十夫長、十夫長，管理你們。「當時，我囑咐你們的審判官說：『你們聽訟，無論是弟兄彼此爭訟，是與同居的外人爭訟，都要按公義判斷。審判的時候，不可看人的外貌；聽訟不可分貴賤，不可懼怕人，因為審判是屬乎神的。若有難斷的案件，可以呈到我這裏，我就判斷。』

在上有權柄的，人人當順服他，因為沒有權柄不是出於神的。凡掌權的都是神所命的。所以，抗拒掌權的就是抗拒神的命；抗拒的必自取刑罰。作官的原不是叫行善的懼怕，乃是叫作惡的懼怕。你願意不懼怕掌權的嗎？你只要行善，就可得他的稱讚；因為他是神的用人，是與你有益的。你若作惡，卻當懼怕，因為他不是空空地佩劍；他是神的用人，是伸冤的，刑罰那作惡的。所以，你們必須順服，不但是因為刑罰，也是因為良心。你們納糧，也為這個緣故；因他們是神的差役，常常特管這事。

他的主人就要帶他到審判官那裏，又要帶他到門前，靠近門框，用錐子穿他的耳朵，他就永遠服事主人。

又在猶大國中遍地的堅固城裏設立審判官，對他們說：「你們辦事應當謹慎；因為你們判斷不是為人，乃是為耶和華。判斷的時候，他必與你們同在。現在你們應當敬畏耶和華，謹慎辦事；因為耶和華－我們的神沒有不義，不偏待人，也不受賄賂。」約沙法從利未人和祭司，並以色列族長中派定人，在耶路撒冷為耶和華判斷，聽民間的爭訟，就回耶路撒冷去了。約沙法囑咐他們說：「你們當敬畏耶和華，忠心誠實辦事。住在各城裏你們的弟兄，若有爭訟的事來到你們這裏，或為流血，或犯律法、誡命、律例、典章，你們要警戒他們，免得他們得罪耶和華，以致他的忿怒臨到你們和你們的弟兄；這樣行，你們就沒有罪了。凡屬耶和華的事，有大祭司亞瑪利雅管理你們；凡屬王的事，有猶大支派的族長以實瑪利的兒子西巴第雅管理你們；在你們面前有利未人作官長。你們應當壯膽辦事，願耶和華與善人同在。」

說：你們審判不秉公義，徇惡人的情面，要到幾時呢？（細拉）你們當為貧寒的人和孤兒伸冤；當為困苦和窮乏的人施行公義。
