They will be places of refuge from the avenger, so that anyone accused of murder may not die before they stand trial before the assembly.

They will be places of safety for them. People will be safe there from those who want to kill them. Then anyone charged with murder will not die before their case has been brought to the community court.

The cities shall be for you a refuge from the avenger, that the manslayer may not die until he stands before the congregation for judgment.

These cities will be places of protection from a dead person’s relatives who want to avenge the death. The slayer must not be put to death before being tried by the community.

會眾就要照着這些典章，在殺人者和報血仇者中間審判。會眾要救這誤殺人的脫離報血仇者的手，送他回到他曾逃入的逃城那裏。他要住在城中，直到受聖膏的大祭司去世。但誤殺人的，無論甚麼時候，若離開了他所逃入的逃城邊界，報血仇者在逃城邊界外遇見他，把兇手殺了，報血仇者就沒有流人血之罪。

報血仇者可以親自殺死那故意殺人的；他一找到兇手，就可以殺死他。

「若有人恨他的鄰舍，埋伏等着，起來擊殺他，把他殺死，然後逃到這些城中的一座，他本城的長老就要派人去，從那裏把他帶出來，交在報血仇者的手中，把他處死。

看哪，全家族都起來攻擊婢女，說：『把那打死兄弟的交出來，我們好處死他，為他所打死的兄弟償命，滅絕那承受家業的。』這樣，他們要把我剩下的炭火滅盡，不給我丈夫留名或留後在地面上。」

這都是為以色列眾人和在他們中間寄居的外人所指定的城鎮，使凡誤殺人者可以逃到那裏，不至於死在報血仇者的手中，直到他站在會眾面前受審判。
