They will be places of refuge from the avenger, so that anyone accused of murder may not die before they stand trial before the assembly.

They will be places of safety for them. People will be safe there from those who want to kill them. Then anyone charged with murder will not die before their case has been brought to the community court.

The cities shall be for you a refuge from the avenger, that the manslayer may not die until he stands before the congregation for judgment.

These cities will be places of protection from a dead person’s relatives who want to avenge the death. The slayer must not be put to death before being tried by the community.

You will have the cities as a refuge from the avenger, so that the one who kills someone will not die until he stands trial before the assembly.

讓殺人的、就是無意中不知不覺擊殺人的可以逃到那裏；這些城要給你們做逃罪城、讓人逃避報血仇的人的手。那殺人的要逃到一座這樣的城，站在城門口，將他的事情說明給城內的長老們聽；他們就把他收進城、到他們那裏去，給他地方，讓他住在他們中間。若是報血仇的追趕了來，長老不可將那殺人的送交報血仇者手裏，因為他是不知不覺擊殺了鄰舍的，他素來跟他並沒有仇恨。他要住在那城裏，等到他站在會眾面前聽審判，等到當時的大祭司死了，然後那殺人的才可以回到他本城本家、他所逃出的城。」』

那麼、會眾就要按照這些典章在擊打人者與報血仇者之間審判是非。會眾要援救這殺人的脫離那報血仇者的手，也要使他返回他所逃進的逃罪城；他要住在城中，直到受聖膏的大祭司死了。但殺人的無論如何若出了他所逃進的逃罪城境界以外，報血仇的在逃罪城境界外遇着他，而報血仇的把那殺人的殺了，報血仇的是沒有流人血之罪的。

報血仇的要親自把那故意殺人的打死；遇見他的時候，就可以把他打死。

『但若有人恨他的鄰舍，埋伏等着他，起來打他，擊打了他，以致他斃命死去；那殺人的若逃到一座這樣的城，他本城的長老就要打發人從那裏將他拿來，交在報血仇者手中，他就必須死。

你看，現在全家族都起來攻擊你婢女，說：「把那擊殺他兄弟的交出來，我們好治死他，來償他殺死兄弟的命；並且也可以除滅那繼承家業的。」這一來、他們就要使我剩下的炭火都熄滅，而不給我丈夫留名或留餘種在地上了。』

這些城都是給以色列眾人、給在他們中間寄居的外僑所指定的城，叫凡無意擊殺人的可以逃到那裏，不至於死在報血仇的人手中，等到他站在會眾面前聽審判的時候為止。
