They will be places of refuge from the avenger, so that anyone accused of murder may not die before they stand trial before the assembly.

They will be places of safety for them. People will be safe there from those who want to kill them. Then anyone charged with murder will not die before their case has been brought to the community court.

The avenger of blood shall himself put the murderer to death: when he meeteth him, he shall put him to death.

But if any man hate his neighbor, and lie in wait for him, and rise up against him, and smite him mortally so that he dieth, and he flee into one of these cities;then the elders of his city shall send and fetch him thence, and deliver him into the hand of the avenger of blood, that he may die.

And, behold, the whole family is risen against thy handmaid, and they say, Deliver him that smote his brother, that we may kill him for the life of his brother whom he slew, and so destroy the heir also. Thus will they quench my coal which is left, and will leave to my husband neither name nor remainder upon the face of the earth.

These were the appointed cities for all the children of Israel, and for the stranger that sojourneth among them, that whosoever killeth any person unwittingly might flee thither, and not die by the hand of the avenger of blood, until he stood before the congregation.
