今爾當聽我言、我有一策、天主必祐爾、爾可為民以其事陳於天主前、教之以律例法度、示之以當由之道、當行之事、爾於眾民中選才德兼備、敬畏天主、真實無妄、不貪財利者、立之為千夫長、百夫長、五十夫長、十夫長、以治理斯民、又隨時審鞫民、凡有大事則陳於爾前、小事則彼自鞫之、如是、彼等與爾分任、則爾事簡易矣、爾若行是事、天主亦如是命爾、則爾可勝任、斯民亦可安然得所、摩西聽外舅之言、悉遵所語而行、在以色列人中、選有才德者、立為民之首、為千夫長、百夫長、五十夫長、十夫長、彼即隨時鞫民、凡事之艱鉅者、陳於摩西前、事之小者、則自鞫之、

如爾邑中有詞訟、或因流血、或因爭競、或因鬥傷、爾所難鞫者、則當起、往主爾天主所選之處、見祭司利未人、與當時之士師、請問於彼、彼必告爾如何判斷、彼在主所選之處諭爾之言、爾必遵之而行、凡彼所指示爾者、爾當謹守遵行、

遇之者解之至摩西亞倫與會眾前、囚之於獄、因尚未擬定何以處治、
