Who can speak and have it happen if the Lord has not decreed it?

Suppose people order something to happen. It won’t happen unless the Lord has planned it.

Who has spoken and it came to pass, unless the Lord has commanded it?

Who can command things to happen without the Lord’s permission?

Who is there who speaks and it happens, unless the Lord has ordained it?

Who is there who speaks and it comes to pass, Unless the Lord has commanded it?

Who is he who speaks and it comes to pass, When the Lord has not commanded it?

Who is he that saith, and it cometh to pass, when the Lord commandeth it not?

Who is there who speaks and it happens, unless the Lord has ordained it?

Whose command was ever fulfilled unless the Lord decreed it?

For he spoke, and it came to be; he commanded, and it stood firm.The Lord foils the plans of the nations; he thwarts the purposes of the peoples.But the plans of the Lord stand firm forever, the purposes of his heart through all generations. (niv)

In their hearts humans plan their course, but the Lord establishes their steps. (niv)
