列国为何咆哮？万民为何枉费心机？世上的君王一同行动，官长聚集商议，要抵挡耶和华和祂所膏立的王。他们说：“让我们挣断他们的锁链，脱去他们的捆索！”坐在天上宝座上的主必笑他们，祂必嘲笑他们。那时，祂必怒斥他们，使他们充满恐惧。祂说：“在我的锡安圣山上，我已立了我的君王。”

起来吧！这事由你处理，我们支持你，放胆去做吧！”

你们必须谨慎，切勿拒绝对你们说话的上帝。因为以色列人违背了在地上警戒他们的人，尚且逃脱不了惩罚，何况我们违背从天上警戒我们的上帝呢？

我再次吩咐你，要刚强勇敢！不要害怕，也不要灰心，因为你无论走到哪里，你的上帝耶和华必与你同在。”

人违犯摩西的律法，经两三个人指证后，尚且被毫不留情地处死，更何况人践踏上帝的儿子，轻看那使人圣洁的立约之血，又藐视赐人恩典的圣灵？这等人该受多么重的刑罚啊！

至于那些反对我做王的仇敌，把他们捉回来，在我面前处决。’”

最后，你们要靠着主和祂的大能大力做刚强的人，

如果有人不肯接受事奉你们上帝耶和华的祭司和审判官的判决，就必须处死他。如此，你们便从以色列除掉了罪恶，

你们要警醒，在信仰上坚定不移，做勇敢刚强的人。

人人都要服从政府的权柄，因为所有的权柄都是出于上帝。现存的政权都是上帝设立的。所以，抗拒权柄，就是抗拒上帝的命令，抗拒的人必自招惩罚。掌权者不是叫行善的惧怕，而是叫作恶的惧怕。你想不怕掌权的吗？就要行得正，这样你会得到称赞。要知道掌权者是上帝差遣的，对行得正的人有益处。然而，你若作恶，就该惧怕，因为他必将你绳之以法。他是上帝的仆人，代表上帝秉公行义，惩奸罚恶。所以，你们必须服从，不单是为了避免受到惩罚，也是为了良心无愧。

以色列人对撒母耳说：“是谁说扫罗不该做王？把他们带来，我们要处死他们。”
