你就要探聽，查究，細細地訪問，果然是真，準有這可憎惡的事行在你們中間，

以色列人打發祭司以利亞撒的兒子非尼哈，往基列地去見呂便人、迦得人、瑪拿西半支派的人；又打發十個首領與非尼哈同去，就是以色列每支派的一個首領，都是以色列軍中的統領。他們到了基列地，見呂便人、迦得人，和瑪拿西半支派的人，對他們說：「耶和華全會眾這樣說，你們今日轉去不跟從耶和華，干犯以色列的神，為自己築一座壇，悖逆了耶和華，這犯的是甚麼罪呢？

「你臨近一座城、要攻打的時候，先要對城裏的民宣告和睦的話。

若是能行，總要盡力與眾人和睦。

「倘若你的弟兄得罪你，你就去，趁着只有他和你在一處的時候，指出他的錯來。他若聽你，你便得了你的弟兄；他若不聽，你就另外帶一兩個人同去，要憑兩三個人的口作見證，句句都可定準。若是不聽他們，就告訴教會；若是不聽教會，就看他像外邦人和稅吏一樣。「我實在告訴你們，凡你們在地上所捆綁的，在天上也要捆綁；凡你們在地上所釋放的，在天上也要釋放。
