撒母耳對掃羅說：「你為甚麼攪擾我，招我上來呢？」掃羅回答說：「我甚窘急；因為非利士人攻擊我，神也離開我，不再藉先知或夢回答我。因此請你上來，好指示我應當怎樣行。」

那時，出入的人不得平安，列國的居民都遭大亂；

此後，摩押人和亞捫人，又有米烏尼人，一同來攻擊約沙法。有人來報告約沙法說：「從海外亞蘭那邊有大軍來攻擊你，如今他們在哈洗遜‧他瑪，就是隱‧基底。」

在那些國中，你必不得安逸，也不得落腳之地；耶和華卻使你在那裏心中跳動，眼目失明，精神消耗。

以色列人又行耶和華眼中看為惡的事，耶和華就使摩押王伊磯倫強盛，攻擊以色列人。伊磯倫招聚亞捫人和亞瑪力人，去攻打以色列人，佔據棕樹城。

以色列人每逢撒種之後，米甸人、亞瑪力人，和東方人都上來攻打他們，對着他們安營，毀壞土產，直到迦薩，沒有給以色列人留下食物，牛、羊、驢也沒有留下；因為那些人帶着牲畜帳棚來，像蝗蟲那樣多，人和駱駝無數，都進入國內，毀壞全地。
