在诏书中，王允许各个城市的犹太人，在亚哈随鲁王各省中，在十二月（亚达月）十三日，一天之内，聚集起来，保护自己的性命，除灭、击杀、消灭所有攻击犹太人的各族各省的武装力量，甚至他们的孩童和妇女，并且掠夺他们的财物。

亚哈随鲁王就对王后以斯帖和犹太人末迪凯说：“看哪！我已经把哈曼的家交给以斯帖，人们也把哈曼挂在木架上了，因为他要对犹太人下手。

为了那应许，我们十二个支派日夜热切地事奉神，盼望得到它。王啊，我被犹太人控告，就是为了这盼望。

那时是三月（西弯月）二十三日，王的书记们被召来，照着末迪凯所吩咐的一切，给犹太人下旨，也给从印度到库实一百二十七个省的行政官、省长和各省的首领下旨，用各省的文字给各个省，用各民族的语言给各个民族，用犹太人的文字和语言给犹太人。

十二月（亚达月）十三日，王令和他的法令要执行的那一天，就是犹太人的仇敌期待辖制他们的日子，却成为犹太人辖制那些恨他们之人的日子。犹太人在亚哈随鲁王各省的城市中聚集起来，为要下手对付那些图谋加害他们的人。没有人能在他们面前站立得住，因为各民族都惧怕他们。各省所有的首领，以及行政官、省长和办理王事务的人，都支持犹太人，因为他们惧怕末迪凯。末迪凯在王宫里为大，他的名声传遍各省；末迪凯这人日渐强大。犹太人用刀剑击杀了他们一切的仇敌，杀戮毁灭，任意对待那些恨他们的人。犹太人在苏萨城堡中击杀、消灭了五百人。他们也击杀了巴珊达塔、达乐分、阿斯帕塔、坡拉塔、阿达利雅、阿利达塔、帕玛示塔、阿利赛、阿利代、瓦业撒塔，就是哈米达塔的儿子犹太人的敌人哈曼的十个儿子，但没有下手掠夺财物。

我又听见了那些被盖上印之人的数目，以色列子民各支派中被盖上印的有十四万四千人：
