我先前怎樣留意把他們拔出、拆毀、傾覆、毀滅和降災；將來我也必照樣留意把他們建立和栽種起來。”這是耶和華的宣告。

“看哪！到了那些日子，在那個時期，我使猶大和耶路撒冷被擄的人歸回，（本節在《馬索拉文本》為4:1）我必招聚列國，領他們下到約沙法谷，為了我的子民，就是我的產業以色列，我要在那裡親臨審判他們，因為他們把我的子民分散在列國中，又分取了我的地土。

“看哪！日子快到（這是耶和華的宣告），這城從哈楠業城樓直到角門，必為耶和華重建起來。量度的準繩還要往外量，直到迦立山，繞到歌亞。拋屍和倒灰的整個山谷，以及從汲淪溪直到東邊馬門拐角一帶所有的墓地，都必歸耶和華為聖，永遠不再拔出，不再傾覆。”

耶和華指著自己的右手和他大能的膀臂起誓，說：“我必不再把你的五穀給你的仇敵作食物，外族人也必不再喝你勞碌所得的新酒；唯有那些收割的人可以吃五穀，並且讚美耶和華；那些收集的人可以在我聖所的院子裡喝新酒。”

他們必住在我所賜給我僕人雅各的地上，就是你們列祖所住的地。他們和他們的子孫，以及子孫的子孫，都必永遠住在那裡；我的僕人大衛必永遠作他們的領袖。我要與他們立平安的約，是一個永遠的約；我必堅立他們，使他們人數增多，又在他們中間設立我的聖所，直到永遠。我的居所必在他們當中；我要作他們的神，他們要作我的子民。我的聖所必永遠在他們中間，列國就知道我是耶和華，是我使以色列成聖的。’”

“‘我要使所多瑪和她的女兒們，撒瑪利亞和她的女兒們從苦境中轉回，我也要使你們跟她們一起轉回，

萬軍之耶和華以色列的神這樣說：“我使被擄的人歸回的時候，他們在猶大地，在猶大的城鎮裡，必再說這樣的話：‘公義的居所啊，聖山哪，願耶和華賜福給你！’

“‘主耶和華這樣說：我潔淨你們，使你們脫離一切罪孽的日子，我必使城市有人居住，廢墟可以重建。從前所有路過的人都看為荒涼之地，現在卻必再可以耕種。他們必說：“先前這荒涼之地，現在竟像伊甸園一樣；這些廢棄、荒涼、毀壞了的城市，現在卻成了堅固城，有人居住了。”那時，在你們四圍所餘剩的列國，就必知道我是耶和華，是我重建了那些毀壞的地方，栽植了那些荒涼之地。我耶和華說了，就必實行。

“因此，主耶和華這樣說：現在我要使雅各被擄的歸回；我要憐憫以色列全家，又為我的聖名大發熱心。

他們的財寶必成為掠物，他們的房屋必變為廢墟。他們建造房屋，卻不得住在其中；他們栽植葡萄園，卻不得喝所出的酒。”

你們欺壓窮人，強徵他們的五穀；因此，你們用琢磨過的石頭建造房屋，卻不能住在其中；你們栽種美好的葡萄園，卻不能喝園中的酒。
