如是、二三邑之民、踉蹌而行、至他邑求水、飲之而不足、然爾猶不歸我、耶和華言之矣、

二三邑之民、遊至此邑、思欲飲水、不遂所求、爾尚不歸誠於我。

亞哈對俄巴底說：“你走遍這地，到所有的水泉和溪水那裡去看看，也許我們可以找到青草，使騾馬能夠生存，免得牲畜滅絕。”

他又對我說：“人子啊，我要斷絕耶路撒冷的糧食。他們要滿心憂慮，吃配給的口糧；十分驚惶，喝配給的水。他們缺糧缺水，各人都必驚惶，因自己的罪孽衰弱而死。”

我以為她作了這些事以後，就必回轉過來，可是她沒有回轉。她詭詐的妹妹猶大也看見了。

他們的顯貴差派童僕去打水；童僕來到池邊，卻找不到水，就拿著空的器皿回來；他們失望難過，蒙著自己的頭。土地乾裂，因為地上沒有雨水；農夫失望，都蒙著自己的頭。

你要吃，卻吃不飽；因你的腹中常有疾病。你要懷孕，卻不能生下來；你生下來的，我都要交給刀劍。

困苦和貧窮的人尋求水，卻沒有水；他們的舌頭因口渴而乾燥；我耶和華必應允他們，我以色列的神必不離棄他們。我要在光禿的高處開闢江河，在山谷之間開闢泉源；我要使曠野變為水池，使乾地變成水泉。

“我曾多次用熱風和霉爛擊打你們的園子和葡萄園，叫蝗蟲吃光你們的無花果樹和橄欖樹；但你們仍不歸向我。”這是耶和華的宣告。“我在你們中間降下瘟疫，正如臨到埃及的瘟疫一樣；我用刀殺掉你們的年輕人，你們被擄去的馬匹也遭殺戮；我使你們營裡死屍的臭氣撲鼻，但你們仍不歸向我。”這是耶和華的宣告。“我傾覆你們，就像傾覆所多瑪和蛾摩拉一樣；你們像一根木柴，從火裡抽出來；但你們仍不歸向我。”這是耶和華的宣告。

雖然以色列的驕傲當面指證自己，他們卻不回轉歸向耶和華他們的神，也不因此尋求他。

在耶路撒冷的先知中，我看見可怕的事。他們犯姦淫，行事虛假，堅固惡人的手，以致沒有人離棄惡行；在我看來，他們都像所多瑪人，耶路撒冷的居民也像蛾摩拉人一樣。”
