撒母耳平生作以色列的士師。他每年巡行到伯特利、吉甲、米斯巴，在這幾處審判以色列人。隨後回到拉瑪，因為他的家在那裏；也在那裏審判以色列人，且為耶和華築了一座壇。

撒母耳對以色列全家說：「你們若一心歸順耶和華，就要把外邦的神和亞斯她錄從你們中間除掉，專心歸向耶和華，單單地事奉他。他必救你們脫離非利士人的手。」以色列人就除掉諸巴力和亞斯她錄，單單地事奉耶和華。

亞伯拉罕在別是巴栽上一棵垂絲柳樹，又在那裏求告耶和華－永生神的名。

於是以色列從但到別是巴，以及住基列地的眾人都出來，如同一人，聚集在米斯巴耶和華面前。

現在我心中有意與耶和華－以色列的神立約，好使他的烈怒轉離我們。我的眾子啊，現在不要懈怠；因為耶和華揀選你們站在他面前事奉他，與他燒香。」

約書亞說：「你們如果族大人多，嫌以法蓮山地窄小，就可以上比利洗人、利乏音人之地，在樹林中砍伐樹木。」

他必有以利亞的心志能力，行在主的前面，叫為父的心轉向兒女，叫悖逆的人轉從義人的智慧，又為主預備合用的百姓。」

他必使父親的心轉向兒女，兒女的心轉向父親，免得我來咒詛遍地。」

當以色列中沒有王的時候，有住以法蓮山地那邊的一個利未人，娶了一個猶大伯利恆的女子為妾。
