他说：“那将要统治你们的王，会用以下的方法统治你们：他将夺走你们的儿子，分配他们作战车兵和马兵，奔跑在他的战车前；又分配他们作千夫长、五十夫长，耕作他的土地、收割他的庄稼，为他制造兵器和战车上的器械。他将夺走你们的女儿作调香师、厨师和烘焙师。他将夺走你们上好的田地、葡萄园和橄榄园，给他的臣仆们。他将收取你们谷物和葡萄园收成的十分之一，给他的内臣和臣仆们。他将带走你们的男仆和婢女、你们优秀的青年人以及你们的驴子，为他做工。他将收取你们羊群的十分之一，连你们自己也将作他的奴仆。到那日，你们必因自己所选择的王而哀叫，但那时耶和华不会回应你们。”

你提醒他们要服从统治者和掌权者，要顺从，并要为一切美善的工作做好准备；

所有的人都当服从在上掌权的，因为没有一个掌权的不是出于神。所有掌权的，都是由神所指定的。所以，抗拒掌权的，就是违抗神所设立的；违抗的人，就自招惩罚。事实上，对良善的行为，掌权者并不是可怕的；而对邪恶的行为，他才是可怕的。那么，你想要不惧怕掌权的，就应当做良善的事。这样，你就会得到他的称赞。要知道，他是神的仆役，对你是有益处的。但你如果作恶，就该惧怕，因为他不是毫无理由的佩带刀剑。他是神的仆役，是报应者，使震怒临到作恶的人。因此，你们必须服从，不仅是为了震怒的缘故，也是为了良心。其实你们纳税，也是为了这缘故；因为他们是神的仆役，正是为此专心服事。每个人所当得的，你们都要给他：当得税的，就给他税；当得捐的，就给他捐；当受敬畏的，就敬畏他；当受尊敬的，就尊敬他。

为了主的缘故，你们要服从人的一切制度；无论是在上的君王，或是他所委派来惩恶赏善的那些官员；

好使我们能完全敬神、庄重地过平静安稳的生活。
