Up to this point they had only been baptized in the name of the Master Jesus; the Holy Spirit hadn’t yet fallen on them. Then the apostles laid their hands on them and they did receive the Holy Spirit.

Acts 11:19 - Those who had been scattered by the persecution triggered by Stephen’s death traveled as far as Phoenicia, Cyprus, and Antioch, but they were still only speaking and dealing with their fellow Jews. Every day he was set down at the Temple gate, the one named Beautiful, to beg from those going into the Temple. When he saw Peter and John about to enter the Temple, he asked for a handout. Peter, with John at his side, looked him straight in the eye and said, “Look here.” He looked up, expecting to get something from them.
1 Thessalonians 2:13 - And now we look back on all this and thank God, a geyser of thanks! When you got the Message of God we preached, you didn’t pass it off as just one more human opinion, but you took it to heart as God’s true word to you, which it is, God himself at work in you believers!
